Audience, without costumes
Fileliq is for operators. You already know merge from split. You want tools as a scan list. Cifradocs is for readers of protocol: kicker, double rule, subprocessors, sixty minutes on FREE. Same controller. Different first sentence.
Do not pick Cifradocs because the serif looks ‘more legal’ if what you needed was `g` then `c`. Do not pick Fileliq to impress a privacy committee. The privacy page exists. It is not a newspaper.

PDF→Office is lossy on both. pdf-to-docx is a slug, not a miracle. Cifradocs will say the same in longer sentences. AI is off as a live converter. Cifradocs keeps AI out of the public catalog on purpose. Fileliq lists stubs. Read the status column.
